fan works sometimes but relays are missing

I have been trying to figure out what the problem with my fans are over
the last few weeks. My car only overheats when idling at a stop, never when
I'm cruising. When it overheats, I have popped the hood and seen that none of the fans were working. But, there has been more than once that while idling at a stop, the fans will come on and keep the car from overheating.
I haven't seen any patterns yet, so I am still not sure why it works sometimes and others it doesn't.
Anyway, I just checked the relays and I am missing the main fan 2 relay and sub fan 2 relay. Is there a reason why those two relays aren't there?
Is it still likely a fan switch like I first thought, or could the previous owner have taken those out for some stupid reason.

why dont you just put back the relays. and see what happen

are you sure the fans are even running while your driving and its just not the cool air coming in, i had this problem a long time ago and it ended up just being that the harness was unplugged,, but sounds like since you dont even have a relay thats your problem replace those asap man.

It is not that I took the relays out, they never came with the car when I got it.
Also, I am not even sure that a relay goes in those two spots. The main fan 1 and
sub fan 1 relays are in, I don't have the main fan 2 and sub fan 2 relays. I still don't
know if I even need those though.
From the fan working a couple times magically in the last few weeks, I think it is a bad connection somewhere in the harness, or bad fan switch. I just wanted to know if anyone else has those second relays, and for some reason I don't.
