Maybe you can use the rails from just normal 02-07 imprezas, maybe they will work as well as the wrx versions. Wish I could tell you for sure, I'm betting there are tons of them in salvage yards up north.

I have passenger rails from a 98 OBS. I believe all of them are the same for the most part.
They aren't the same. I tried this, and it required me welding. I wasn't happy with the final result.

I am pretty sure I researched this in the past and the 02/03 WRX rails were different. This sucks, but I bought some 04/05 WRX seats years ago without rails and didn't think they'd be so hard to find.

I have 03 wrx rails. Double check that they are different. You can have them for free (plus shipping) if they work.
