My car don't sometimes want to start at all (whole day). Sometimes it will take a few rotations to fire up, and sometimes the car fires up right away. I think it may be the fuel pump relay, I looked in the tech manual and said it was located under dash near steering wheel, I couldn't find it. Any helpful info, maybe it isn't the relay what else could it be? This is a MY93 Impreza L

It been a while since you posted, but JIC...

The Haynes repair manual show the relay under the dash, but they fail to say exactly where. Based on experience you are correct it is near the steering wheel.

Also it says the pump relay plug connector is GREEN.
The ignition relay is BROWN.
The blower relay is NEUTRAL.
The sunroof relay is RED.
