After purchasing a 98 Forester, I realized that the speedometer needle gets stuck around 40mph and i have to hit the dash board for the needle to read accurately. I've contiplated going to a junk yard to pick up gauges. Does anyone know if by swaping gauges whether my odometer reading would still be the same or will it read the mileage of the donor car? Or whether there is a fix to this issue?

If you replace the whole gauge cluster, it'll read the donor car's mileage.

Now I'm uncertain how it goes if you just pull out the speedometer and swap it, if that's even possible.

I believe there are a few shops that you can take both clusters to along with proof of ownership that can adjust the mileage of the donor cluster.

There was one here in WA but I can't remember the name sorry.
