What program do y'all use to create the smilies???

I've used Ulead GIF Animator to edit smilies, and I'm sure if you had any artistic skills at all (which I don't), you could create one with it, too. It has an interface like Paint for drawing, so it should work. Here's the one I edited; it's for when I get too excited:
