Should I get an upgraded rear sway bar on my 01 2.5 RS? I heard that it makes a big difference with how the car handles, but I have to drive a ton on snowy back roads and I'm not sure whether it will make it super hard to not lose control with the oversteer. I also have installed some BC racing coilovers.

It makes a significant change, especially considering how cheaply you can buy one (junkyard gd sedan).

But like all suspension mods, make the change, and then re-learn how the car drives, you should be fine. A sway bar won't cause the car to lose control - YOU will.

Bad roads and coilovers - bad combination.
Bad roads, coilovers and big bar - even worse combination.

Bad roads require compliant springs/dampers and small bar.

Disconnect one end link, where it connects to the rear bar, then try it on your bad roads - with coilovers, no bar or 13mm rear bar may be enough.
