I have a 98 Impreza OBS that was a gift from my father. He was the second owner with the first being our neighbors. Body is clean but upon removal of my rear bumper I discovered some damage near the driver side rear wheel. I’m thinking of taking a spot blaster and removing the rust. Any tips on how to fix this? Should I just treat the rust and paint it? It’s not visible with the bumper on but the bumper was screwed on with house screws on that side. Any help is appreciated. Used a picture from Stew3223 to show how it show look like.

That looks like it's just surface rust. You can cut it out and weld in a new piece of metal but it isn't really a structural part of the car. On one of my RS's I actually cut that entire bottom piece out and made the trunk/fender area flat because water loves to get in there anyway and just sit around.

Dolly and hammer it straight and use fiberglass to cover it. Where's rusting through, cut it out
