Try Brake cleaner or lacquer thinner. Those will eat through just about anything. Other wise maybe a heat gun and a scraper. But I think lacquer thinner will work and just let it seep underneath the flaking off layer and scrape away with something not too abusive to the soft aluminum trim. You'll definitely want to scuff the metal before re-applying any new coating

Tried the razor blade and failed big time... even pieces that were somewhat lifted i couldn't separate the plastic stuff with the trim.

Next options im thinking either a acid that eats plastic but not metal, or sand blast...
