Has any one ever done this? I have a 96 brighton and I am replacing all the wiring in it with 01 rs wiring. I also need to merge it with a 90-94 legacy turbo wiring harness. I need to to wire it for the ecu and engine swap.

I've done that one a few times. You are better off getting using your 96 harness or even getting a 95 harness. The two harnesses are much more similar. If you are going to do a dash/door car update then you'll have to do the SS into the RS.
thats why I am using the rs harness I am swapping out the entire interior adding p/w and everything. it looks like the rs and my original wiring use a seperate harness for the ecu the legacy harness is the entire bulk head harness.
