Since I bought my '99 Rs the fuel gauge has been pinned at the top, if I unplug both fuel sending units (which i just replaced) it will drop to about half way. is my gauge screwed, or is there another issue?

The issue is almost always the fuel sensor. There's a little floating bobber in the fuel tank with the pump assembly. When it floats higher or lower, it returns an electrical voltage based on it's position. Over the years and how you fill up, it sometimes wears oddly.

Take if someone never lets it get below half and only uses the 'top' half of the tank. That portion of the sensor gets twice as much wear than if you used the full tank.

My 2004 WRX was having issues about a year ago, so a 1999 RS sure should be doing the same. It's worth replacing for how easy it is.

the grounds look alright.

I do know the motor seems slightly seized as it moves extremely slow when being given a signal and there is resistance if i try to move it by hand. Both of the fuel sending units are verified working. when I unplug the sending units the gauge drops to half tank. is the motor dead or could it be something else?

just dealt with this.....so the two senders are in series, so main runs to sub and then out, when it reads half when full one sender is out, unplugged or is broken...check continuity first...I did from sub to sub, sub to main, main to main test. My issue was actually a bad ground at the CLUSTER for the fuel gauge. My fuel and coolant where pegging to Full/Hot. You can also cheat the system by putting in a 50ohm resistor if I remember right. Forget how it goes but like 5 ohms is full and 100 is empty or vice versa between the two sensors

so, someone help me figure this out. when i had taken the gauges out i pushed the fuel needle to empty then i plugged it back in and turned it on with the fuel senders disconnected. it went back to showing a half tank as it normally does when i do this, but then when i reconnected the senders it pushed up to just above 3/4 of a tank when it normally pushes to over the full line. anyone have any ideas as to why?

so, now in addition to my fuel gauge not working my parking brake light turns on and off intermittently during driving. does anyone have a clue where this ground is, or know which color wire it is so i can just cut the damn thing and make a new ground?
