Default Gauge cluster and turn signals not working

I'm working on my 98 RS that had a weird compression issue so the engine is out so I can work on that and I decided to hook up the reverse lights because it was swapped with a 99 JDM Forester 5 speed and the previous owner never hooked them up and with engine completely out of the way it would be the perfect time. When I tried doing that the reverse lights would just stay on in all gears even neutral, so I unhooked them and when I did my gauge cluster stopped working speedo, odometer, tach, all the warning lights, turn signals don't work either. The only things that do work are the door ajar light and the actual clutser back lights. Everything worked fine before I tried doing the reverse lights. I'm very confused to what happened. I checked all the fuses and they look fine. If anybody has had this problem or has any idea on how I can fix it, it would be greatly appreciated.

I don't even get a siganl to an obd scanner tool and my widows don't work now either apparently. I have no clue what happened.

Did you check the engine fuse box? It sounds like you shorted something or a harness is unplugged. Or you may be missing a ground

Which fuse was it? I’m going through a similar situation with cluster but all fuses look good. My locks were also going off and on like crazy too, thinking it might also be the wiring harness in the fender

It was fuse #18 a 15amp for turn signals and back up lights, but I'd check with a multimeter because it could be a different one. I'm new to subarus and Japanese cars in general and I heard any fuse being blown can make the gauges and other things act up, could be wrong but good luck hope you get it figured out.
