Is there any difference between the USDM 99-01 RS bumper cover and the JDM WRX V5-V6 bumper cover?

Nope. USDM bumper skins 2000+ even got the revised version that has the mounting points for the JDM Ver6 lip.

unless its an EDM bumper then it probably has holes for the headlight sprayers
