Both bumper beams are destroyed, but theyre coming off, and i have some at the bottom of the QPs, so the skirts need to come off too.
Drill a long screw from the bumper to the Body to hold it together.

^lol, it's better than your bumper sagging on your rear wheel

Cutting the rust and weld new piece is the way, but that will cost you $$$$$

if you see any rust, or bubbling paint, it is probably worse than you think.
Remove the rear bumper and rear wheels and take a look at the damage. I did that this last weekend with my 97 OBS.
I used a wire wheel on a drill to clean it up and the went to town with some POR-15

Nope- I paid to get mine fixed!
Thanks to Autobody Specialists here in Columbus it looks brand new.

I don't have any great "before" pics but I can assure you it was bad. Enough for the paint to fall off and be over 30 hours of labor. I also had it where the sideskirts were in the back if it makes any sense.

During the repair:

Now:

It's not cheap...but it's worth it if you plan on keeping your car. The longer you wait, the more it will cost.

Did they replace the rust with steel or is the repair just bondo?

Just out of curiosity how much did you end up spending?

Looks good.
