Default Brake replacements/

Just a few months ago I got a 2004 rs, and now I think the brake rotors are warped, or just not in good condition. So I want to put new brake rotors, pads, calipers etc. in. But I'm not sure if I can stick with the 16 rims or should I go to 17's? And if so is there anything special I'd need to do?

You can go upsize whenever you want, though I recommend you never have a wheel with an offset less than +48.

Also, changing your rotors pads, calipers, etc. should never necessitate changing rims.

Sounds like you want justification to buying some new rims:

Want a flashier look? Go for it, 17's almost always do that.

Want better performance? Read A LOT. There are a lot of trade offs for going to 17's, and rarely is the trade off worth it. (grip v. acceleration is a simple one to compare).

Want bigger brake calipers? Yes you may have to switch to 17's, depending on which ones you use.

Want "better" braking? Just upgrade your disc radius (wrx fronts, h6 legacy rear). It is by far the cheapest brake upgrade and , best yet. will still fit in 16's!

Hopefully that was helpful. More hopefully, that will get you to research exactly what it is you are looking for.

pics of your current front and rear brakes?

you have a bunch of upgrades at your disposal. Brembo kit? aftermarket?

or? a stronger oem setup. ^^ the above advice is on point.
but if you are going to a pick n pull for calipers? just grab the front and rear calipers from a 06/07 legacy. and go from there. discs, pads, lines. . .all up to you.

yes. buy nice wheels. used, so you don't scream when you scratch them. decent tires help too. welcome to the rabbit hole.
